You have to create a "Surveillance View" which builds a matrix of "Surveillance Categories" for your Dashboard. The "Surveillance Views" is the main component of the "Dashboard" and can be created in the Admin section from the WebUI. See here:

http://docs.opennms.org/opennms/releases/18.0.3/guide-user/guide-user.html#_configuring_surveillance_views

If you use the name of the "Surveillance View" similar than a "User" or "Group" it will be the default one for the user who log in. See here:

http://docs.opennms.org/opennms/releases/18.0.3/guide-user/guide-user.html#_creating_views_for_users_and_groups

Hope this helps
